When trying to start this, I got the error:
"Cannot connect to the WMI Provider." with the error code 0x80041010

This was on Server 2008 R2 (64 bit), running SQL 2008.
To fix:
1) Open up a command prompt as Administrator (right click -> run as administrator)
2) Type in:
mofcomp.exe "C:\Program Files (x86)\Microsoft SQL Server\100\Shared\sqlmgmproviderxpsp2up.mof"

3) SQL Server Configuration Manager should now work
